Job Title: Program Manager DEN New Heights (DEN)

Department: Center for Opportunity Rehabilitation and Employment

Reports To: Associate Director of Day Works

Location: Airport locations, 1350 W. 13th Ave, Denver, CO 80204, subject to change

Hours: Monday - Friday 8:00am - 4:30pm, occasional weekends and evenings.

FLSA Status: Exempt

Salary: $46,000 - $59,000 per year

Schedule: Full-Time, 40+ hours per week

MISSION

For over 50 years Bayaud Enterprises has been an innovator in the community in reducing hurdles for individuals to engage in the workforce and attain self -reliance. We do this through personalized Employment Services, Social Enterprises (Business Solutions) which provide employment for those needing supported employment, and Individual and Community Services like providing free laundry with the Laundry Truck and support in finding housing and accessing different resource programs through the help of our Navigators. We create Hope, help to find Opportunities, and inspire Choices.

DEPARTMENT

Bayaud Enterprises is partnering with Denver Department of Housing Stability (HOST), Colorado Department of Correction (CDOC), Denver Sheriff's Department (DSD) and Denver International Airport (DEN) for their job readiness program, DEN New Heights. The overall purpose of this program is to provide job readiness skills and paid work experiences intended to find long-term employment for individuals recently released from incarceration.

SUMMARY

The Program Manager oversees the program's Case Management and Employment support to guide participants in identifying, pursuing, and obtaining sustained employment. This position also manages the work crews in partnership with Denver International Airport that provide the participants paid work experience along Pena Blvd. This position also involves significant electronic data collection, review and working with the staff to ensure data quality.

The Program Manager will be responsible for assisting the Associate Director create the budget, approve and track expenditures and reconcile credit cards. This position is the "face" of the program, and along with the Associate Director, will work closely with city partners regarding contracts, expansion possibilities, schedules, budgets, meeting outcomes, celebrating successes, outreach and recruitment, community advocacy, and event planning. This is a contract funded position.

COMPENSATION & BENEFITS

This position pays $46,000 - $59,000.

RESPONSIBILITIES

  • With the Associate Director, become the public face of Bayaud's effort to address the needs of people with justice involvement via the DEN program and possible expansion efforts.

  • Engage community members about broader Bayaud services.

  • Guide, train, mentor, and direct DEN staff members in the operations of their duties.

  • Ensure overall goals and functions of the programs are met by the employees.

  • Support, innovate, and collaborate with team members, partners, and community members to operate and improve program services.

  • Ensure safety protocols are being used throughout the program.

  • Communicate changes to be made based on budgets, data outcomes, etc., with staff.

  • Ensure administrative assistant completes data entry and financial logs on time and with accuracy.

  • Ensure program staff enter notes and participant data into the database in a timely manner, including intakes, employment plans, services, and additional metrics.

  • Effectively manage multiple, competing priorities and assist in other day works programs as needed.

  • Analyze data gathered through the development of a good rapport with DEN New Heights population via feedback surveys, focus groups, or advisory councils. Enabling us to better understand barriers and causes/exacerbations which may occur from their personal experiences of poverty and/or justice involvement.

  • Review program metrics monthly for accuracy, correct as needed and send to Associate Director for approvals, making prompt programmatic adjustments as needed.

  • Approve all appropriate expenditures, ensuring proper documentation is maintained with signatures required for billing.

  • Ensure accounting processes are followed in a timely manner and all expenditures are reported accurately so invoices are issued to the funder by deadlines. Associate Director will have final approval of invoices.

  • Ensure airport needs and expectations are met with all on-the grounds work functions and step in for Field Leads should they be absent to run their work crew.

  • Support program staff with training on and decisions around participant challenges, employment navigation and case management

  • Participate in all strategy meetings with airport staff (and other partners) as well as all company and department meetings.

  • Maintain awareness of emerging issues and public policies that impact those we serve.

  • Intervene as needed with clients who are actively navigating personal crisis, displaying escalated behaviors, or who need redirection and/or removal from the program.

  • Facilitate weekly team meetings, program orientations and training.

  • Manage participant flow through program and manage waitlist for crews.

  • Other duties, as assigned.

SKILLS

  • Ability to cultivate strong working relationships with employers and community partners.

  • Excellent communication skills (written and verbal), and reasoning skills.

  • Exceptional understanding of Microsoft 365 and its various programs.

  • Ability to handle confidential and sensitive information without breach.

  • Knowledge of employment opportunities, and related resources for low-income people and those involved in the justice system in the Denver Metropolitan area.

  • Crisis intervention skills supporting individuals with mental, physical, or other disabilities to manage program engagement.

  • Strong ability to coordinate and prioritize numerous activities, resources, and deadlines.

  • Demonstrated ability to manage a work crew in a variety of outdoor tasks and conditions.

  • Demonstrated ability to lead a team of diverse staff members.

  • Demonstrated lived and/or work experience with vulnerable populations.

  • Demonstrated experience with data collection, analysis, and reporting.

  • Demonstrated ability to meet deadlines.

SUPERVISORY RESPONSIBILITIES

This position will have supervisory responsibilities including performance management review of over the following positions:

  • 1.5 Case Managers

  • 1.5 Employment Specialist

  • .5 Administrative Assistant

  • 4 Field Leads

EDUCATION/EXPERIENCE/QUALIFICATIONS

MUST meet one of the qualifications below:

  • Bachelor's Degree in Human Services or Management with 2 years of experience managing people and processes (Employment services, program management, project management), OR high school diploma /GED with 6 years of experience in management of people and processes.

  • Understanding of challenges and barriers to employment faced by individuals experiencing justice involvement, poverty, disabilities, addiction, and trauma.

  • Experience working with marginalized populations in employment and/or management in a rehabilitation focused, non-profit environment.

CERTIFICATES, LICENSES, REGISTRATIONS

  • 3+ years of a valid driver's license with good driving history (no more than 3 points), and the ability to pass Bayaud's motor vehicle carrier's insurance requirements. This is a condition of employment.

  • Pass background check for working with vulnerable populations.

LANGUAGE SKILLS

Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the public. Bilingual (Spanish) may qualify for an increased salary offer.

MATHEMATICAL SKILLS

Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry. Understanding of basic family budgeting and fair market value.

REASONING ABILITY

Ability to solve practical problems and deal with a variety of variables in situations where limited standardization exists. Ability to interpret a variety of instructions.

PHYSICAL DEMANDS

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. WORK ENVIRONMENT

The work environment will be a combination of being in a temperature-controlled office environment and out in the field in Colorado weather.

ALTERNATIVE WORK PLAN

This position is not eligible for an "Alternative Work Plan". All duties must be performed in the office or in the community with participants. Special projects will be considered on a case-by-case basis.

TRAVEL

Travel will include: Meetings in the community. Pick up/delivery of supplies or items needed for participants. Other travel as needed. Will drive a company vehicle for these purposes. If a personal vehicle is used for work travel, this driver will be reimbursed at the federal rate for mileage.
