SUMMARY

The Experimental & Operational Technical Specialist will provide US Navy Science & Technology (S&T) Technical Services to the Office of Naval Research (ONR) Global Experimentation and Analysis (E&A) Department Head.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Includes the following:

  • Develops and executes the Data Collection and Analysis Plan (DCAP) for all Technology Operational Experimentation Events (TOEE) Key Perforce Parameters (KPP's).
  • Develops mathematical models to compare and assess technology performance in operational scenarios.
  • Conducts technical evaluation and cost/benefit analysis of proposed E&A technology.
  • Conducts technical analysis, in conjunction with input from NRE program officers and science advisors, to identify, and determine the percentage of E&A priorities that are in alignment with Naval S&T focus areas.
  • Conducts technical analysis to identify and validate future E&A technology needs that no longer aligns with the strategic guidance from the NRE leadership.
  • Represents, and presents E&A project data, at Program Officer Portfolio Reviews and NRE Technical Exchange Sessions.
  • Represents the E&A Team project priorities, at planning sessions, ONR-G team meetings, and other NRE meeting requiring E&A representation.
  • Performs other job-related duties as assigned.

SUPERVISORY/MANAGEMENT AUTHORITY

  • Will not have supervisory or management authority.

EDUCATION AND EXPERIENCE

KNOWLEDGE, SKILLS AND ABILITIES

  • Ability to produce technical execution reports and reports on technical progress of S&T portfolio and update collaboration sites as necessary.
  • Must have an active TS/SCI Clearance.
  • Proficiency with commercial office productivity software packages; at a minimum, Microsoft Office 365 (specifically, Word, Power Point, Outlook, SharePoint Online, Teams and Excel).
  • An active US Passport for occasional travel (OCONUS to UK)
  • Excellent communication skills; both oral and written.
  • Must successfully pass a drug screen and federal background check as a condition of employment.
  • Cherokee Federal has suspended it's COVID mandate. However, it's important to note that Cherokee Federal employees are included as covered employees in U.S. Presidential Executive Order 14042, which mandates Covid vaccines for federal contractors. Executive Order 14042 is currently not subject to enforcement by the Federal government. Therefore, Cherokee Federal has suspended application of the mandate and continues to monitor the government's guidance on administration of any vaccine requirement.

  • Work is performed primarily in a climate-controlled office environment.
