Job Description

Hill International is seeking a Contract Analyst in Puerto Rico


  • Become intimately familiar with the client's contracting policies, procedures, and requirements
  • Support industry outreach efforts to identify vendors, suppliers, and contractors on behalf of the client
  • Assist in developing procurement terms, conditions, and form of the contract, with attention to scope, pricing methods, mandatory federal contract provisions, and regulatory or Agency requirements
  • Assist in drafting of RFPs, RFQs, and other purchasing / contracting solicitation vehicles, and in compilation of accompanying terms and conditions and documentation packages
  • Support bid meetings, bidder Q&A process, bid analysis / evaluation, and bidding-related processes
  • Review solicitations and perform contract risk assessments, identifying and recommending mitigations
  • Support contract negotiations as needed
  • Coordinate with, and provide support to, Client's procurement and legal resources assisting with contracting activities
  • Develop and maintain tracking tools, metrics, and dashboards associated with procurement / contracting team responsibilities, and deliver related reports on a recurring and/or ad hoc basis
  • Provide training and support to construction project managers, project team members, prospective bidders, and contractors on procurement business processes and related tools

  • Minimum 5 years of performing contracting business process support duties for a Construction Prime Contractor, or for a Private Owner or a Public Agency regularly engaged in the contracting of construction services
  • Four year college degree is PREFERRED
  • Paralegal training, grants management experience, claims experience, and/or procurement experience may substitute for bachelor's degree
  • Knowledge of construction documents, contracting methods, understanding of relationship between contractual responsibilities and assignment of risk, and a basic understanding of relationship between construction costs, quality, and schedule
  • Ability to understand contract language and interpret contract requirements
  • Experience with assembling bid documents and performing quality checks on bid packages
  • Experience with Federal contracting requirements for public infrastructure projects strongly desired
  • Experience with different contract types and agreements desired
  • Ability to draft scope statements and similar documents
  • Contract management certification from a recognized body a plus
  • Strong analytical skills
  • Attention to detail and ability to spot errors and inconsistencies
  • Excellent reading and language comprehension
