Job Summary

TYLin City Solutions is seeking an experienced, self-motivated professional to provide consulting services related to the planning, design, procurement, integration, installation and testing of mobility operational systems including commuter rail and transit Intelligent Transportation Systems (ITS). Successful candidates will work remotely from home and from a variety of locations including TYLin's Mobility Systems office in Philadelphia, PA and other sites in North America as required to respond to our client's needs. Some positions may require overseas travel.

Responsibilities & Qualifications

TYLin City Solutions mobility projects involve the design of centralized train and bus dispatch systems, scheduling, station/facility management systems, customer information systems, field data acquisition systems, security systems, and integration with positive train control systems, and more.

Some examples of systems are:

  • Train Dispatch and Traction Power SCADA
  • Computer Aided Dispatch / Automatic Vehicle Locations (CAD/AVL)
  • Realtime Vehicle Location
  • Station CCTV and Customer Information Signage
  • Transit Scheduling
  • Asset Management
  • Transit Signal Prioritization

Our projects require a thorough understanding of train and bus dispatching and operational support activities, Operations Control Center staff roles and responsibilities, intelligent remotely-located field equipment, and OT (Operational Technology) solutions to support operational needs and to interact with other enterprise systems. Our OT systems consulting projects often communicate with legacy systems within the client's IT enterprise; as a result, work involves business process review, requirements definition, defining data and protocols used to effect full integration among many systems. Projects may require preliminary engineering designs that will support implementation and installation services performed by a systems supplier.

Responsibilities include:

  • Analyze current systems and operations methodologies to assess and recommend effective operational approaches; participate in a complete business process review of operations performed; document current and to be states
  • Prepare requirements analyses developed from an understanding of the client's needs and industry best practices
  • Recommend technology solutions for current and future operational needs
  • Design system architectures that will integrate into the client's enterprise
  • Prepare procurement specifications and supporting RFP materials
  • Assist in evaluation and procurement of specified systems/technology
  • Manage implementation of the resulting contracts
  • Oversee testing and field installation activities
  • Assist clients to migrate operations to new systems/technologies

Desired Skills & Experience

  • Bachelor's degree in electrical engineering, computer science, or equivalent relevant experience
  • 5+ years related experience with commuter rail or transit, computer-based control and communications systems, or communication-based control systems
  • Working experience at a commuter rail or transit agency, transit system supplier, or transit consulting firm desirable
  • Cyber security understanding and experience beneficial
  • Excellent English oral, written, presentation and interpersonal skills
  • Proficiency in formalized project management methods including planning and scheduling; cost control; risk and change order management; scope, schedule, budget, and quality management; project staffing; and status reporting. PMP preferred.
