Public Agency Resources (PARS), a subsidiary of Willdan, has an opening for a Building Official/Building Department Manager in our Orlando, Florida office.

Essential Duties and Responsibilities

  • Review request for, and issue, building permits.
  • Examine plans and specifications of new construction, additions, and alterations too residential and commercial buildings to determine compliance with the provisions of applicable city, state, and federal construction codes, ordinances, rules, and regulations.
  • Inspect existing buildings and premises for change of use, occupancy, or compliance.
  • Conduct surveys of existing buildings to determine lack of prescribed maintenance, housing violations, or hazardous conditions.
  • Inspect residential, commercial industrial, and other buildings during and after construction to ensure that components such as footings, floor framings, completed framing, chimneys, and stairways meet building standards.
  • Confer with and provide information and assistance to architects, engineers, contractors, builders, and the general public in the field and office; explain and interpret applicable codes, ordinances, and zoning regulations.
  • Observe conditions and issue notices for corrections to persons responsible for conformance.
  • Obtain evidence and prepare reports concerning violations which have not been corrected.
  • Interpret legal requirements and recommend compliance procedures to contractors, developers, and owners.
  • Keep inspection records and prepare reports for use by administrative or judicial authorities.
  • Maintains files, records, and reports regarding inspection and plan check activities and findings.
  • Testify at appeal hearings regarding buildings alleged to be not in compliance with codes.
  • Provide training for inspection, plan check, and administrative personnel.
  • Demonstrate business acumen to develop credibility, loyalty, trust, and commitment.
  • Manage building and safety plan review, inspection, and administrative personnel.
  • Assist in training of inspectors, plans examiners and administrative personnel.
  • Responsible for management of building and safety projects, including client liaison, agency coordination, scheduling, and budget.
  • Maintain liaison with individuals and other departments with the responsibility for acting independently on technical matters.
  • Address customer's financial, business, and operational objectives, needs, and requirements. respond to and anticipate customer needs. recommend solutions that match the customer's business and financial parameters.
  • Make presentations before clients, city councils, boards, and commissions.
  • Build partnering relationships with representatives of ICC, BOAF, and local chapters to support the building profession.
  • Attend various local building and safety chapter meetings and other events to build relationships and promote Willdan.
  • Plan and manage annual conference schedule, including coordination of exhibit booth and sponsorship opportunities, exhibit booth set-up/coverage/breakdown/shipping, advertising, marketing collateral, etc.
  • Attend and participate in relevant meetings and conferences; stay abreast of new trends and innovation in the field of building inspection, plans examination, applicable codes and ordinances.
  • Establish and maintain effective working relationships with those contracted in the course of work.
  • Effectively evaluate, prepare, write, communicate, and present proposals. Coordinate with internal proposal and marketing team.
  • Assist in the development of marketing plans, strategies, and related collateral items.
  • Maintains files, records, and reports regarding Building Official and Building Department Manager activities and findings.

Job Requirements / Qualifications

  • 5-10 years related experience and/or equivalent combination of education and experience. Bachelor's degree or higher preferred.
  • ICC Building Official and Florida Licensed Building Code Administrator.
  • Ability to speak effectively before groups of customers or employees of organizations.
  • Possession of State of Florida Department of Business and Professional Regulation Licensed Building Code Administrator certificate at time of hire.
  • Knowledge of building-related codes and ordinances enforced by a jurisdiction, including the State of Florida Department of Business and Professional Regulation and the International Code Council (ICC).
