Summary

Responsible for directing the City's IT finance and business services teams to allocate resources aligned with meeting the financial, business service delivery and strategic goals of the organization. Part of the IT leadership team that promotes organizational transformation by defining key strategies, identifying existing organizational challenges and developing tactical plans to implement change.

Direct Reports (include titles): IT Manager - Project Services; Accounting Technician, IT Hardware Technician

Financial & Budget Responsibility: $20M Operating, $10-20M IT Project Fund, $2M IT Replacement Fund

Essential Duties and Responsibilities

  • Collaborate with senior leadership on creating the underlyingPMOstrategy, success measures and performance feedback process.

  • Coordinate and support IT project prioritization within the IT governance structure and executive level oversight.

  • Direct the development and implementation of IT project management methodologies including performance measures and service improvements.

  • Oversee the planning, execution, and delivery of IT projects, ensuring they are completed on time, within budget, and to the desired quality standards.

  • Act as a liaison between the IT department and other city departments, fostering collaboration and ensuring IT projects align with departmental needs, project management needs, and project performance needs.

  • Develop and implement a comprehensive IT strategy that supports the city's goals, addressing both current needs and future growth.

  • Negotiate and manage contracts with IT vendors and service providers, ensuring cost-effectiveness and compliance with city policies.

  • Work with the financial back office to ensure proper systems are being followed to meet compliance regulations.

  • Direct the preparation of the annual budgets for all IT operating and CIP funds.

  • Review and approve, within signature authority, expenditures processed by IT financial services staff.

  • Build and maintain strong, effective partner relationships with internal support teams, peers, vendors, and stakeholders.

  • Develop and enforce IT policies and procedures that comply with regulatory requirements and best practices.

  • Develop staff, evaluate staff performance, assess training needs, make hiring decisions, make advancement decisions, and provide mentoring.

Minimum Qualifications

  • Four-year college degree

  • 8+ years related experience

  • 5 years IT management experience, with a focus on project services leadership and financial management

Or an equivalent combination of education and experience sufficient to successfully perform the essential functions of the job.

Preferred Qualifications

Education/ Experience:

  • Bachelor's degree in Information Systems, Business or related area.

  • 10+ years experience in IT, with an emphasis on client and project services

  • 5 - 7 years in an IT Management role responsible for project portfolio management, budget preparation and financial management and analysis.

Knowledge, Skills & Abilities:

  • Commitment to client service with ability to set and manage client expectations.

  • Documented experience and evidence of implementing and/or improving IT project management processes.

  • Strong leadership skills with ability to influence without implicit authority.

  • Strong interpersonal and communication skills with demonstrated experience working with business organizations.

  • Strong/excellent oral and written communication skills, including ability to compose and present business and technical material to technical and non-technical audiences.

  • Strategic and creative thinker with proven analytical and problem-solving capability.

  • High level analytical and problem-solving skills, with a demonstrated ability to investigate complex issues and make informed decisions when written guidelines are not available.

  • Financial and budget analysis knowledge with experience in a multi-fund government-based organization.

  • Technical knowledge sufficient to understand and contribute to the discussion of technology related topics.

Licenses and Certifications

PMP recommended, not required

Physical Requirements / Work Environment

The incumbent works in a typical office environment; relatively free from unpleasant environmental conditions or hazards.
