Typical Office hours are Monday-Friday, 8:00 a.m. to 5:00 p.m. Additional hours on evenings and weekends to meet the needs of the University.

Position Summary
The Senior Budget Analyst will manage processes and services within the University Budget Office. This position will have significant responsibility for the development and administration of the university budget in alignment with the university's strategic objectives, and for continuous improvement of the processes and services within the Budget Office to support and enhance the fiscal stability of the university.

Responsibilities include budget analysis, budget review and reconciliation to achieve a balanced budget, compliance with state budget laws and regulations and UNC System Office policy, and preparation of various documents and reports related to the university's budget, including development of the Base Budget in coordination with the Office of State Budget & Management and All-Funds Budget in coordination with the UNC System Office. The Senior Budget Analyst will provide research, analysis and financial modeling in support of information-based decision making. The Senior Budget Analyst will work closely with the University Budget Director and senior university staff and be a liaison with external constituents, providing comprehensive and interpretive information and recommendations that are based on data and evidence and aligned with the university's strategic goals.

Required Education/Experience/Skills
Bachelor's degree in business administration, public administration, public policy, or related field and three years of relevant experience; or Master's degree in business administration, public administration, public policy or related field and one year of relevant experience. All degrees must be received from appropriately accredited institutions. Working knowledge of Microsoft Excel and other Microsoft Office products
Preferred Education/Experience/Skills
Prior experience as a business or fiscal director managing complex projects and business initiatives. Comparable, senior-level financial management experience will also be considered. Knowledge of accepted accounting practices and procedures of the State of North Carolina and the University of North Carolina system. Knowledge of higher education finance and familiar with NACUBO best practices. Experience with financial management systems, including BANNER Finance and Anaplan. Four to eight years of budget experience, and budget & finance enrollment and philanthropy experience with the University System of North Carolina.
Knowledge, Skills and Abilities
Ability to create and interpret strategic elements from large databases with accuracy. Effective oral and written communication skills for interactions with the University Budget Director, senior staff, and campus constituents. Ability to understand complex financial situations and present data in a clear and concise manner. Ability to develop spreadsheets for improved tracking and analysis. Knowledge of key elements of higher education finance, enrollment, financial aid, faculty salary and research matters, philanthropy, staff salaries and benefits, and long-term integrated forecasting. Ability to effectively manage staff. Ability to analyze processes and design and implement process improvements.
