Job Description

Technica LLC seeks to recruit for the position of Operations Manager on a Government contract with a place of performance at White Sands Missile Range (WSMR), New Mexico.

The Operations Manager reports directly to Technica's Program Manager (PM) at Fort Bliss, TX, overseeing contract personnel providing maintenance and supply operations for the Army Test and Evaluation Command. Place of duty is at Whites Sands, NM, with periodic travel to Fort Bliss, TX.

Position Responsibilities:

The Operations Manager has a broad role, and the specific responsibilities will vary based on the Program Manager's guidance, but generally it includes but not limited to:

  • Responsible for the overall operation of the site, compliance with all requirements/regulations, and is the primary on- site POC for the White Sands, NM Customer and COR on all matters related to the project.
  • Monitor and analyze the current system of production or provision to check for effectiveness and working out a strategy for improving if necessary.
  • Oversee goods and/or provision of services, ensuring the organization is providing efficient service that meets the expectations and needs of customers and clients within the scope of the contract.
  • Manage day-to-day activities with staff, analyzing statistics and reading and writing reports.
  • Liaise with Division Managers and present findings to the PM and higher management, as well as training and measuring staff performance.
  • Perform reporting requirements, in accordance with PMs Guidance. This includes monthly performance reporting, inventory reports, weekly reports, TDY trip reports, inspection/timesheet reports, property reports, and any others relevant to the performance of this contract.
  • Perform functions relating to program planning, funds control, data collection and analysis, and control techniques.
  • Oversee all management, scheduling (Surge/Emergency Operations and Overtime, rescheduling work, and regular work schedules), and contract requirement aspects.
  • Make multiple site visit trips throughout project duration and document the inspection results and provide to Technica's PM.
  • Remains in daily communication with the PM to remain current on operations and anticipate any requirements to support the site team.
  • Ensures all employees observe policy, procedures and regulatory guidance for explosive safety and physical security and monitors for compliance.
  • Directs corrective action as needed, including commitment of resources, adjustment of schedules and staff allocation.
  • Performs employee discipline counseling, employee performance reviews, and other personnel reporting.
  • Reviews and approves timesheets.

Minimum Requirements:

  • High School Diploma or equivalent qualification.
  • Must have a minimum 7-10 years of management experience in Army logistics operations.
  • Must have experience with financial management and knowledge of GCSS-A, Global Combat Support System-Army.
  • Must possess the appropriate verbal and written communications skills to conduct briefings on the effort, regulatory compliance, and efficiency, to include cost.
  • Must possess general supervisory experience, management experience, and maintenance experience.
  • Must have a general understanding in Army Maintenance operations, Army Property Book and Unit Supply procedures.
  • Must have a comprehensive knowledge of governing regulations, policies, procedures, and other applicable service regulations.
  • Must understand ISO and quality management system program level functions.
  • Analytical ability to define or recognize the dimension of the problems involved, to collect the necessary data to establish the facts, and take or recommend action based upon application or interpretation of established guidelines.
  • Must be able to work independently.
  • Maintain a CAC and /or secret security clearance, as necessary.
  • Must have a valid driver's license.

Preferred Qualifications:

  • Bachelor's degree in business administration, facility management, or similar field.
