Minimum Qualifications Summary
Certification & Education
  • Master's degree or higher in public health, social sciences, statistics, bioinformatics or related field.
Experience Required
  • 10 years' experience in healthcare and/or social work monitoring and evaluation
  • 5 years' in monitoring and evaluation of multi-organizational, multi-locational diverse teams
  • Preferred: Experience developing Monitoring and Evaluation Plans for DHHS (CDC, HRSA, SAHMSA etc.) programs
Job Objective
Monitor and evaluate outcomes for a CDC-funded program for the integration of Human Immunodeficiency Virus (HIV) prevention and sexual health resources into Housing and Urban Development (HUD) programs for young adults experiencing homelessness and unstable housing.
Responsibilities
  • Lead evaluation and monitoring of outcomes for a sexual health resource kit to be delivered to young adults (HUD grantees) by HUD case managers across up to five nation-wide locations.
  • Monitor and evaluate short-term and intermediate outcomes, project outcomes, associated indicators, and data sources to measure outcome achievement.
  • Evaluate data sources used to measure indicators from associated short-term and immediate outcomes, to include: implementation and process data to be collected by HUD case managers after every client interaction when resources and referrals from the Resource Kit are provided.
  • Conduct Monitoring and Evaluation of variables such as (but not limited to):
    1. Age and risk category of the client receiving resources
    2. Referral requests
    3. Linkage to HIV/sexual healthcare and social services
    4. Case manager requests for technical assistance and adherence to Resource Kit delivery implementation plans
    5. Client-reported barriers re: linkage to care
    6. Time spent completing implementation and process data forms, compiling data and reporting, routine project meetings, site visits, delivering the Resource Kit
    7. Changes in awareness regarding HIV/STIs, sexual health, available resources and referrals to health and social services
    8. Changes in motivation and self-efficacy to provide HIV/STI and sexual health resources and referrals to care
  • Collect post-training evaluation data from all training participants
Education & Certification
Master's degree or higher in public health, social sciences, statistics, bioinformatics or related field.
Work Location
Remote. Some travel required within U.S. site locations to be determined by the CDC and HUD.
