Overview

Credence Management Solutions, LLC (Credence) is seeking a Collection Support SME to support our Air Combat Command (ACC) Intelligence Directorate (A2) program out of Langley AFB, VA. This position will be supporting the A22- Tradecraft- Functional Requirements.

The Collection Support SME shall provide advisory and consultation on collection programs policy, systems, and tasks within the disciplines of GEOINT, MASINT, CYBER, SIGINT, OSINT, and HUMINT to support A2 collection enterprise management efforts. The primary function of this subtask is to support ACC A2, COMACC, and staff with collection subject matter expertise at a variety of working groups and forums. The Collection Support SME shall use knowledge of and experience with AOC ISR collection management strategies, planning, execution, and assessment processes to perform collection research and be knowledgeable in program management of the discipline- specific programs. The Collection Support SME shall assist the ACC staff in formulating and articulating AF- level positions to OT&E collection-related positions.

Responsibilities include, but are not limited to the duties listed below

Specific support tasks are as follows:

    Shall provide technical expertise to identify, analyze, experiment, and apply leading edge technologies to satisfy collection management tasks and future requirements for Intelligence Data Handling Systems (IDHS), training, manpower, and policies as they relate to Globally Integrated Intelligence, Surveillance, and Reconnaissance (GIISR) Core Function Support Plan (CFSP) and other planning and integration efforts and priorities/needs of the USAF. The Contractor shall be able to support an average of seven new technologies to be researched per year.
  • Provide SME and ensure required tasks are addressed at technical, policy, training, and manpower working groups, interchange meetings, and other technical reviews as scheduled to collaborate with unified CCMDs, USAF MAJCOMs, Government labs, academia, and industry.
  • Identify tasks for future capabilities and analyze tradecraft, manpower, training, policies, and Department of Defense Intelligence Information System (DoDIIS) tasks and document any identified deficiencies to develop risk assessments and compliance checks, document integration issues, identify existing duplication of functionality, and correct or give Courses of Action (COA).
  • Provide expert advice to support concept development for GIISR Core Function Team (CFT) capabilities supporting highly contested environments in coordination with AF, Joint, sister-Service, and Coalition partner transformation activities.
  • Assist with USAF experimentation, innovation, operational/technical assessment, and testing efforts supporting new air, space, and cyberspace collection management-related operational concepts, processes, and technologies.
  • Perform analysis of personnel trends, collection tasks definition, and tasks analysis to gather tasks from Program Management Offices (PMOs), Joint Staff, CCMDs, USAF MAJCOMs, and Government labs, including tasks derived from the Joint Capabilities Integration Development System (JCIDS) or subsequent DoD tasks frameworks. The Contractor shall evaluate collection management tools (i.e., Web-Enabled Temporal Analysis System Strategy To Analysis Kill Effectiveness (WebTAS STAKE), PRISM, PRISM Next Generation), and developmental and prototype collection management software (e.g., COUGAR) interaction and integration with service systems to identify compatibility issues, integration issues, interoperability issues, and CONOPS.
  • Provide best practices to resolve issues and mitigate risks.
  • Conduct DOTMPLFL Mission Analysis (MA) for Orchestration requirements established by HQ ACC/A28 to actualize the coordinating capability of the ABMS Sensing Grid construct.
  • Attend multiple daily and weekly coordination meetings with HAF and HQ ACC counterparts, capability developers, and operational users (4 weekly recurring + 3-5 additional non-standard per week).
  • Host and attend multiple workshops and working groups, then provide after action and trip reports to detail avenues for Orchestration advancements and inform military and DAF Civilian decision-makers (Avg 1-2 per month).
  • Attend multiple, year-round training and exercise planning and execution events as an ISR Collections subject matter experts to ensure integration of current and future ISR capabilities and sufficient Desired Learning Objectives to prepare ISR airmen for current and future operational requirements. (5+ events per year w/respective bi-weekly planning mtgs and 2-4 OPT events)
  • Liaise between operational units and capability providers to execute DOTMPLFP mission analyses and inform Organize, Train, & Equip resourcing decisions.
  • Attend capability working groups, seminars, and demonstrations, then provide after-action and trip reports for planning, execution, demonstration, and working group events (avg 2-4 per month).
Education, Requirements and Qualifications
  • Active Top Secret security clearance with Sensitive Compartmented Information (TS/SCI) required.
  • A Subject Matter Expert is an individual whose qualifications and/or expertise are exceptional and/or highly unique. Typically identified as recognized Industry leaders for a given area of expertise. Subject Matter Experts typically perform the following kinds of functions: Initiates, supervises, and/or develops requirements from a project's inception to conclusion for complex to extremely complex programs; Provides strategic advice, technical guidance and expertise to program and project staff; Provides detailed analysis, evaluation and recommendations for improvements, optimization development, and/or maintenance efforts for client-specific or mission critical challenges/issues; Consults with client to define need or problem supervises studies and leads surveys to collect and analyze data to provide advice and recommend solutions.
  • Excellent written and verbal communication skills
Working Conditions and Physical Requirements

Job may require the employee to be:

  • In a stationary position 50% of the time.
  • Able to ascend/descend stairs as required.
  • Able to move equipment not to exceed 25 lbs. as needed.
  • Availability to travel CONUS/OCONUS if required.
